1 Name - The League shall be known as the
Paisley & District Youth Football League and shall be affiliated to the
Scottish Youth Football Association.
2 Object - The object of the League
shall be to legislate for, foster, develop and improve the game of Association Football among all classes of Youth Football
Clubs.
3 Admission to membership - (a)
Membership is open to all invited Youth clubs. (b) All Clubs must be
members of the Scottish Youth Football Association. (c) A club which is found
to be run wholly or in part for the financial gain of a person or persons, whether
or not such person or persons are members of the said Club may not be eligible
for membership and if in membership, such club may have its membership
withdrawn. (d) All clubs in membership must be controlled and
managed by a committee approved by the Scottish Youth Football Association.
This committee must be not less than two in number and at least one member of
the committee shall be in possession of a current Scottish Football Association
Coaching Certificate. The relevant minimum Certificate is as follows:

clubs age 13 and
over
Development Activities Certificate
At least one member of the
committee shall have a current First Aid Certificate or Sports Injuries
Certificate.
These conditions as to certification must be met at the latest within two years
of the club’s
initial
acceptance into membership. The names, addresses and dates of birth of all club
officials shall be
submitted
by the club when seeking membership and upon annual renewal. Any change of club
official
shall be
immediately notified to the Association. All club officials will be subject to
vetting procedures and must adhere to the terms of the Scottish Youth FA Player
Protection Policy.
Clubs
who do not comply with the above criteria will not be eligible for membership.
Clubs in membership who fail to comply with the criteria during the term of its
membership will be reported to the SYFA and may have their membership suspended
until they comply with the criteria.
Any change of club secretary must be intimated in writing to the Association and any subsequent
appointment must be similarly notified within 48 hours to the League Secretary and the National Secretary of the S.Y.F.A. Clubs failing to properly notify such changes will be fined £10.00.
Any club wishing to make alteration to its name must first obtain the prior written consent of the National Secretary of the Scottish Youth F A
All new clubs shall pay an entry fee of £20:00 along with their annual subscription.
4 Resignation from the League – (a)
When a Club intimates its resignation from the League,
such Club must notify the League Secretary and The National Secretary of The
Scottish Youth F.A. in writing. The Club must also notify their
opponents and the Referee, until such time as their resignation has been
accepted by the Executive Committee, and failing which they will be treated as
a defaulting Club
b) Where a team withdraws
from the league during the season, neither the team or its officials will be
admitted
the following season . All fixtures concerning that Club shall be
classified as null and void
and
points deducted from the opponents that they have played.
5 Breach of rules - For breach of
any of the rules of the League, the General or Executive committee may suspend
a club until the Annual General Meeting, when the retention of that club in the
League shall be considered. Any decision arrived at by the Annual
General Meeting under this rule shall not be the subject of revision by a
Special General Meeting convened under the terms of Rule 9.
6 Annual Subscription - The annual
subscription of each team shall be fixed at the A.G.M.
7 Subscriptions - Subscriptions
shall be paid no later than the September meeting. Failure to do so may result
in exclusion from the ensuing season’s competitions.
8 (a) Annual General Meeting - The
A.G.M. shall each year in June. The agenda shall be as follows: - 1) Minutes of
the previous A.G.M. 2) Chairman’s report. 3) General
Secretary’s report. 4) Treasurer’s report. 5) Annual Subscription. 6)
Match Secretary’s report. 7) Election of Office Bearers.8) Alterations to Constitution & Rules.
9) Election of Disciplinary Committee. 10) Appointment of auditors. 11)
Admission of clubs. 12) Formation of Leagues. 13) A.O.C.B. (b) Items for
discussion at the A.G.M. must be lodged with the General Secretary no later
than the 31st May & should be seconded by two clubs in membershi
9 Special General Meeting - On
a requisition signed by six clubs in membership, stating the business to be
considered & accompanied by a deposit of £150 which may be forfeited if
that meeting so decides, the General Secretary shall convene a Special General
Meeting. Seven days notice shall be given to member clubs of such a meeting
stating the business to be dealt with.
10 Office
Bearers - These shall consist of the President, Vice Presidents (2), Treasurer,
General
Secretary & Match
Secretary.. Vacancies occurring may be filled at the A.G.M. All retiring Office
Bearers shall be eligible for re-election. A member of the Committee shall act
as a delegate to the Scottish Youth Football Association
11 Management - The management of the League shall be vested in a
General Committee, consisting
of
the office-bearers and registered representatives from
each Club in the League (except where a Club is
represented by an office-bearer). Each
Club shall be entitled to send two registered representatives to
all General Meetings, but shall have only one vote.
12 General Meetings - These shall be held on the first
Monday of each month whenever possible. All
clubs are required to send a representative to these
meetings. Each club shall have one vote. Such
meetings shall be chaired by the President
or by one of the Vice Presidents. In the event of all three
being absent, a temporary Chairman may
be nominated from the body of the hall.
13 Disciplinary Committee - This committee shall consist of
the office bearers plus elected
representatives from the member clubs. This
committee shall meet as required to deal with the business pending. The
committee has the power to deal with as they see fit, any player, club official
or club reported to it.
14 Co-option - The Disciplinary Committee has
the power to co-opt from the General Meeting additional
members if the consider it beneficial or
necessary to the operation of the League or to fill any vacancy.
15 Finance - Funds shall be lodged in a
bank account in the name of the League. Operation of the bank
account to be by the Treasurer and either
President or General Secretary. The Treasurer shall present a financial report
at each monthly meeting and a financial statement at the A.G.M. The accounts of
the League shall be audited annually by persons appointed at the A.G.M. Books
of the League close on the 31st May.
16 Absence from meetings - Clubs failing to be represented at a
General Meeting shall be liable to a
fine of £5 to cover administration
costs unless written apologies are received by the General Secretary, along
with a pre-addressed, stamped envelope to allow the League to forward fixtures
& other information to such clubs. Clubs failing to comply with this
request may be called before the Disciplinary Committee of the League.
17 Competitions - The composition of the League shall be
decided at the A.G.M. or at the latest the August meeting by the relevant Match
Secretary in agreement with the majority of the team secretaries present for
each and relevant age group. Should two or more teams finish a League with the
same amount of points then play-offs involving said teams must take place.
Goals scored, goal difference etc., or the results between the teams during the
season will not count.
18 Trophies - All trophies are the property of
the League Cups & trophies must be returned to the General
Secretary 28 days after being won. Failure to do so will result in
the club/team being fined the cost of a replacement cup/trophy. the cost of a replacement trophy. Clubs/teams can on
application to the General Secretary have any cups/trophies won for
presentation nights etc. The League shall have such cups/trophies engraved at
an engraver of their choice. Any cost of engraving shall be borne by the
winning club. Two registered committee members of the winning club/team shall
sign a receipt for all cups/trophies won. They shall receive a copy of receipt.
The General Secretary will retain a second copy of the receipt.
19 Fixtures - The Match Secretary shall notify all fixtures.
No fixture may be altered without the consent of the Match Secretary. The
General Secretary in conjunction with the relevant Match Secretary will decide
on requests for cancellations. A team who wins a League match shall receive
three points. Teams who draw a League match will receive one point each. Teams
who lose a League match will receive no points. Unless in
exceptional circumstances, requests for cancellations must be made to the
General Secretary at least 7 days before the fixure
is scheduled.
20 Results - Failure to notify the Match Secretary of a result by
the time arranged with him will result in
an automatic fine of £10, notice
that will be given to the General Secretary. The General Secretary will inform
the club that they are being fined and they must pay it within seven days of it
being imposed. Clubs/teams who fail to pay fines timeously will be lettered by
the General Secretary and have a further £10 administration fee per letter
levied
21 Duration of play - (a) All matches will be played in
accordance with the Laws of the Game as adopted by the Scottish Football
Association Ltd., but with this one exception, that prior to the start of the
match, clubs may mutually agree to play two equal periods of not less than
thirty five minutes duration. A statement to that effect
being signed on the back of the team line by the respective team captains.
(b) In the under Nineteen & seventeen age groups the duration of play shall
be of two equal periods of forty-five minutes subject to the provision in
paragraph (a). (c) In the under sixteen & fifteen age groups the
duration of play shall be two equal periods of forty minutes subject to the
provision in paragraph (a). (d) In the fourteen & thirteen age groups the
duration of play shall be of two equal periods of thirty five minutes subject
to the provision in paragraph (a). (e) The full duration of play must be played
in all cup-ties. (f) Knock out cup-ties must be played to a finish at the first
time of asking. Extra time to be played if both teams are
level at the end of normal time. Penalty kicks will be taken from the
penalty mark as laid down by the International Football Board if both teams are
still level at the end of extra time. (g) Duration of extra time is as follows:
Age 19 &, 17s 15 minutes each way, 16s 15s, 14s & 13s age groups, 10 minutes
each way.
22 Notification of opponents - Home club secretaries shall
notify their opponents by letter or a telephone call of the venue, kick-off
time, travel directions & colours, not less than 72 hours before the match.
Where the Match Secretary has allocated the home club a referee the home club
shall notify him in a similar fashion. Contact your referee early & if necessary call him
back with the venue etc.
23 Referees - Referee’s fees shall be fixed annually at the
A.G.M. The referee shall have his fee shared equally by both clubs. The
referee’s fee shall be paid before the commencement of the match and given to
the referee along with team lines. Referees may only be appointed by the
General Secretary or the appropriate match secretary. Teams failing to comply
with this shall have result declared null and void. Where no referee has been
appointed or the referee fails to turn up the home club is responsible for
supplying an adult to referee the match, except in the 19, 17 & 16s age
groups when the game shall be cancelled. In such cases the Match Secretary
shall inquire as to the reasons why the allocated referee was not available.
Clubs found to be abusing this rule will be dealt with by the Disciplinary
Committee.
24 Unfulfilled fixtures - The Disciplinary Committee shall
investigate the reason for non-fulfilment of any
fixture and if the reasons are deemed to be unsatisfactory, the defaulting club
shall forfeit the points and pay the referee’s fee in full. In addition a fine
up to but not exceeding £100 may be imposed, the whole or part of which may be
awarded to the aggrieved club. All fixtures will be played on the dates set out
by the Match Secretary unless either club has a Scottish Cup Tie outstanding
when the onus of notifying the Match Secretary will be on the club or clubs
involved.
25 Team Lines – (a) In all games, two copies of team lines
must be handed to the referee prior to the commencement of the game. Team lines
shall be completed in ink giving the players Full Name, Address, Postal Code,
Place of Registration, Player Registration Number (if known) & Date of
Birth. All team lines should quite clearly show Substitutes and any Trialists
playing (b) Failure to comply with (a) will result in a fine of £1.00 per
omission.
26 Colours – Where colours of opposing teams are similar, the
away club shall change unless mutually agreed otherwise.
27 Conduct – Managers must discipline their teams on
sportsmanship. Club officials will be responsible for the conduct of their players
& supporters & for ensuring that the referee is not molested. When it
can be proved that spectators in a match under the auspices of the League,
conducted themselves in such a manner as to interfere with the players or
referee, causing the match to be stopped or abandoned the Disciplinary
Committee has the power to order the game to be re-played on another ground
& to take any further action it deems necessary.
All players, officials, parents and
spectators of a team must occupy the opposite touchline from their
opponents.
In no circumstances is alcohol permitted on the touchline
or in the dressing room at any match played under the auspices of the League or
SYFA
28 Field offences - (a) Players cautioned on four occasions
within the League or as notified to this League by other associations, will be
suspended for two games under advice from the General Secretary. A second batch
of four cautions received by the same player will result in a four game
suspension. A third batch of four cautions will result in a six game
suspension. Appeals against cautions should be sent to the General Secretary
within four days excluding Sundays of the date of the caution was received. (b)
A Club/team who has player(s) cautioned during a match shall be fined the sum
of £1 per caution. The General Secretary shall advise teams of fines on a
monthly basis. Such fines shall be payable within seven days of receipt of the
letter from the General Secretary. (c) A club/team who
has a player ordered off or appearing before the Disciplinary Committee &
who is subsequently found guilty of the offence(s) for which they were cited on
will be fined the sum of £10. (d) A club/team who has an official/club member
reported to or appears before the Disciplinary Committee & who is subsequently
found guilty of the offence(s) for which they were cited on will be fined the
sum of £25. Clubs/teams who fail to pay fines timeously will be lettered by the
General Secretary and have a further £10 administration fee per letter levied
All decisions of the
Disciplinary Committee will be notified to the S.Y.F.A. within seven
days.
29 Communications to clubs - Clubs failing to reply to
communications from League officials (necessitating a reply) within seven days
of notification will be automatically fined the sum of £10. All communications
to the League necessitating a reply must enclose a self addressed, stamped
envelope.
30 Protests – (a) All protests pertaining to ground, kick off
time & other appurtenances of the game must
be formally intimated to the referee & the captain of the opposing team at
the time of the alleged violation of the rules takes place. If this does not
satisfy, then a written protest should be submitted after the match. (b)
Protests arising from (a) & concerning the eligibility of players must be
forwarded to the General Secretary within seventy two hours excluding Sunday by
registered or recorded delivery letter accompanied by a cheque or postal order
to the value of £10. A verbatim copy of the letter should be sent in the same
fashion to the club protested against within the same time limit. (c) On
receipt of a protest, a club shall reply within seven days to the General
Secretary by registered or recorded mail stating their defence.
Failure to do so may result in the protest being heard in the absence of a defence.
31 Complaints – Complaints against a club should be sent to
the General Secretary with a verbatim copy being sent to the club concerned. On
receipt of the same, the club protested against should reply to the General
Secretary stating their defence.
32 Claims for points – Such claims occur e.g. when an
opponent fails to appear, lack of notification of fixture or when a game failed
to take place due to the alleged negligence of opponents etc. Such claims
should be forwarded to the General Secretary by registered or recorded letter
within three days excluding Sunday following its occurrence, accompanied by a
claim fee of £10. A verbatim copy of the letter should be sent in the
same fashion to the opponents.
33 Appeals – Any Club, player registered or club official may
appeal to the Appeals Committee of the S.Y.F.A. against the decision of the
League affecting such club, player or registered club official. Such appeals
shall be dispatched to the National Secretary of the SYFA Hampden Park Glasgow
G42 9BF by registered or recorded delivery letter & in duplicate within
seven days (excluding Sunday) of receipt of written notice of the decision of
the League & accompanied by a deposit of £30 for a player or in the case of
any other appellant it shall be £60.00. The deposit may be forfeited if the
Appeals Committee so decides. The grounds of the appeal must be specifically
stated and if the Appeals Committee considers the appeal to be of a trivial or
frivolous nature the appellant may be liable to a financial levy the scale of
which shall be fixed annually by the Appeals Committee.
34 Alterations to the Constitution – No alteration to the
Constitution & Rules of the League can be made except at the A.G.M. or a
Special General Meeting called for that purpose. Alterations to the
Constitution & Rules may only be made on a two-thirds majority of those
present & eligible to vote.
35 Girls playing football – (a) That
clubs in membership who are entering the thirteen’s age group & have as
players female members must appoint an adult female (18 years old or over) to
their committee to be responsible for the safety & treatment of injuries of
female players. Clubs must register female members in the same manner as males
& they will be subject to the rules of the League & Disciplinary
Committee. (b) Where females are taking part in matches, whether they are
League, Cup-Ties or friendly matches they must be provided with separate &
secluded changing & washing facilities. Each club will be responsible for
the presence of an adult female committee member to oversee the female players
and as such MUST be present in the dressing rooms at ALL TIMES whilst in use
before the rooms are vacated for the duration of the game & at the females
conclusion of their part of the match. (c) Training facilities must also meet
the requirements of paragraphs (a) & (b). (d) Transport of female members
to & from matches must be by separate transport except where a P.S.V. or
mini-bus type of transport is provided & the adult female committee member
can oversee her charges. (e) Treatment of injuries whether at matches or
training MUST be supervised by the adult female responsible to either of the
competing clubs.
36 Property – The property, effects & funds of the League
howsoever derived, shall be applied solely towards the promotion of the objects
of the League, & no portion thereof shall be paid, transferred directly or
indirectly by way of dividend, bonus or otherwise howsoever by way of profit to
the members of the League. If upon the winding up or dissolution of the League
there remains after the satisfaction of all its debts & liabilities any
property whatsoever, the same shall be given or transferred to some other
organisation(s) having similar objects of this League. Such organisation(s) to
be determined by the members of the League by resolution passed at a General
Meeting at or before the dissolution, and if and so far as effect cannot be
given to such provision then to some charitable organisation.
37 All items not covered by this Constitution will be dealt
with according to the rules and constitution of the Scottish Youth Football
Association.
General Meeting dates for
season 2007/08
13th August 2007, 3rd September 2007, 1st
October 2007, 5th November 2007, 3rd December 2007, 7th January 2008, 4th February 2008, 3rd March 2008, 7th
April 2008, 12th May 2008 & 2nd June 2008 Annual General
Meeting.
All meetings will be held
in the
Memoranda
1 All correspondence to the
General/Match Secretary & Treasurer etc, which
necessitates a reply must contain a pre addressed stamped envelope. Failure to
comply will mean no reply will be sent.

3 Sponsorship on shirts etc., – It
shall not be permissible in any match at 19’s level or under played under the
auspices of the Scottish Youth Football Association, for football strips, track
suits or other apparel to display the name or logo or brand of a sponsor which
can be associated directly with alcohol, tobacco or gambling product or other
such advertisement the Executive Committee of the Scottish Youth Football
Association shall consider inappropriate to youth football (See Rule 76
of current S.Y.F.A. Constitution).
4 Results must be telephoned to the
Match Secretary no later that 6pm on day of match & by 10pm if playing a
mid-week match. Failure to do so will mean you will incur an automatic £10 fine
under rule 18 on the Constitution.
Telephone calls will not be taken
before 9:30am or after 9:30pm.
Rules
1 Registration – All players playing
in the League must be registered on an official registration form. A print out
of registered players will be returned to each club as soon as possible as
evidence of player registration. A club may register twenty two players at any
one time. The closing date for player registration is 31st of March
of the current season for cup-ties. (b) A player can play in four league games
as a trialist before being registered. A team in any one game can use four trialists. The word trialist MUST appear on the team lines. Trialists are not
allowed in knock out cup-ties. (c) Ensuring the accuracy of all information on
registration forms & team lines is the sole responsibility of each team
secretary. (d) Member clubs may not approach or sanction approaches on their behalf
to a player registered with another club in the current playing season.
2 Substitutes – In all matches the
substitution of players will be permitted in accordance with the following
stipulations, which must be adhered to; 13’s to 19’s age groups - 5 substitutes
from 5 named substitutes. At all age groups up to and including 19’s level,
players substituted are available to retake the field of play at a later time
in the match. The substitutes’ names, addresses, dates of birth etc., must
appear on the team list and be numbered respectively. The referee will record
on the team list the names and number of the substitutes who actually
participated in the match. Named substitutes who do not enter the field of play
will not be considered to be cup tied.
3 Kick off – Kick off time shall be
9.30 am or 2pm as appropriate to age group
4 Ball – In all matches both teams
must supply a playable size 5 leather football. Except in 13s where a size 4
leather football shall be used. The referee shall decide the ball to be used in
the match.
5 Age limits – The qualifying dates
for season 2007/08 are: - Age 13 born on or after 1st January 1995,
Age 14 born on or after 1st January 1994. Age 15 born on or after 1st
January 1993, Age 16 born on or after 1st January1992, Age 17 born
on or after 1st January 1991 & Age 19 born on or after 1st
January 1989.
6 League cup games – Trialists are
allowed to play in Sectional League Cup matches. Trialists will not be allowed
at or beyond the semi-final stages. In the knock out stages of this or any
other knock out competition a player can only play for one team. In knock-out
competitions, NO Trialists are permitted.
